THE POSITION

The Public Works Department is accepting applications to fill one full-time Project Clean Water Manager. The Project Clean Water Manager is responsible for overseeing and managing the County's Storm Water Management Program, ensuring compliance with the National Pollutant Discharge Elimination System (NPDES) permit. This position will involve leading field efforts, such as sampling, inspections, and illicit discharge detection, as well as providing critical administrative oversight and program management. The successful candidate will work closely with various departments, agencies, and public groups to promote water quality, enforce regulatory requirements, and ensure the County's water resources are effectively protected. The Project Clean Water Manager is also responsible for implementing appropriate business practices, including but not limited to developing and overseeing budgets, contracts and procurement. This position reports to the Water Resources & Flood Control District Public Works Assistant Director. Provides direct supervision to two or more individuals within a program. Exercises direct and indirect supervision over assigned professional, technical, and administrative staff.

About The Department

Examples of Duties

  • Program Management & Compliance:
    • Manage and oversee the Storm Water Management program and NPDES permit implementation.
    • Lead field efforts such as water sampling, site inspections, and illicit discharge inspections as required by the NPDES permit.
    • Ensure all activities align with Federal and State regulations to maintain environmental quality standards.
  • Administrative Oversight & Budget Management:
    • Provide leadership and administrative oversight, including the development, balancing, and management of the program’s budget.
    • Allocate fiscal resources effectively to meet program objectives.
    • Supervise and provide support to two staff members within the program.
    • Develop staff on fiscal responsibility and a high standard of business practices.
  • Public Representation & Outreach:
    • Represent the County and Project Clean Water at public hearings, meetings, and community events.
    • Engage with other agencies, organizations, and public groups to share information, promote compliance, and address water quality concerns.
  • Collaboration with Stakeholders:
    • Work with other County departments, local agencies, and jurisdictions to ensure alignment with State and Federal regulations regarding stormwater management.
    • Facilitate communication and cooperation to enhance water resource management and improve stormwater quality.
  • Technical Assistance & Plan Review:
    • Review and assess stormwater management plans to ensure compliance with post-construction requirements.
    • Provide expert technical guidance to other departments, developers, and residential and business customers in developing and implementing stormwater management solutions.
  • Administrative Support & Procurement:
    • Lead administrative tasks, including the preparation of Requests for Proposals (RFPs), ordinances, staff reports, invoices, and procurement activities.
    • Ensure that all administrative functions comply with County policies and regulations.
    • Collaborate with Deputy Director on projects, programs and budgets
  • Support for Broader Environmental Programs:
    • Contribute to other environmental programs, such as cleanup activities and water resource management.
    • Support initiatives like the Toro Canyon Oil Separator project and other related environmental efforts.

Employment Standards

Required

The knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience. A typical way to acquire the required knowledge and abilities would be:

  • Equivalent of a bachelor's degree from an accredited four-year college or university in environmental, biological, or physical science; business or public administration, or related field and,
  • Five (5) years of progressively responsible experience in environmental science, engineering, stormwater management, or a related field including at least two (2) years as a supervisor or manager.

Knowledge Of

  • Principles, practices, and techniques of regulatory compliance in a public agency setting including environmental, health and safety compliance programs and projects related to agricultural services, pesticide usage, weights and measurement; habitat restoration, weed control, and environmental mitigation including the interpretation of laws, regulations, policies, and procedures.
  • Principles and practices of environmental health in relation to water and hazardous materials compliance.
  • Principles and practices of stormwater management and hydrology.
  • Principles and practices of permit compliance and compensatory mitigation

Additional Information

May be required to work a varied schedule of hours, which may include evenings, weekends, and holidays.

Completion of a background investigation to the satisfaction of the County may be required for some assignments.
