Position Function and Duties

The Learning and Development Manager will build a learning and development program for leadership and team members. The manager will re-imagine and lead the Lee County Clerk of Court and Comptroller's learning and development initiatives. This position actively searches, creatively designs and delivers content on various topics to educate and enhance leadership and team member's abilities.

Position Duties:

  • Responsible for end-to-end program design, development, and application of learning and development programs and delivery of content
  • Experienced in developing and delivering educational content for organizational leaning and development that is relevant to leaders and team members
  • Continue building Lee Clerk University and build a yearly learning roadmap for team member capability related to professional and functional skills
  • Develop an ROI/VOI dashboard to illustrate the effectiveness of the training provided relative to the investment cost
  • Ensure training methodologies include blended, eLearning, in person, and virtual solutions as required and develop strategies to engage employees in a hybrid work environment
  • Collaborate with managers, supervisors and leads to discuss training needs, this may include conducting surveys, focus groups or workshops to identify areas of training
  • Build a deployment and communication process to ensure consistent and clear engagement with leaders and individual contributors as well as adoption of Lee Clerk University, new methods of leadership and organization wide learning
  • Establish plans and objectives for the training and development function, including new manager training and team member development
  • Collaborate with managers to create a framework that supports development at every step in their career
  • Research, analyze and make recommendations for new technologies and solutions in the space of learning and development
  • Continuously explore new ways for learning and teaching strategies
  • Build positive, collaborative partnerships with peers, and key stakeholders
  • Evaluate and advise on technology (LMS) and learning methods that are appropriate for identified participant population, business unit needs, budget and other resource requirements
  • Provide off-the-shelf solutions that engage employees and supplement formalized Learning and Development (e.g. LinkedIn Learning)
  • Maintain a level of expertise in HR laws and regulations; ensure compliance with all rules and regulations
  • Perform other duties and/or special projects as assigned

Qualifications

Education, Experience & Certification(s)

  • A Bachelor's Degree or 4 years of experience in Learning and Development and Human Resources or any combination of education and experience that demonstrates the ability to perform the duties of the position
  • Experience in desktop applications, including Microsoft Word, Excel, Power Point, Outlook, and LMS systems
  • Certification in one of the following is preferred: PHR, SPHR, SHRM-CP, SHRM-SCP

  • Thorough knowledge of the principles and practices of Human Resources Management
  • Ability to communicate effectively, both orally and in writing with team members, management, and external entities
  • Superior organizational skills and attention to detail
