Minimum Qualifications
Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor’s degree with twenty-four semester hours in accounting; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
Job Concepts
Function of Work:
To provide professional accounting services.
Level of Work:
Entry.
Supervision Received:
Generally from higher-level fiscal or administrative supervisor.
Supervision Exercised:
None.
Location of Work:
May be used by all state agencies.
Job Distinctions:
Differs from Accountant Technician by presence of professional level accounting duties.
Differs from Accountant 2 in that the duties are less complex. See allocation criteria memo for details.
Examples of Work
Accounts Payable
- Manages the entire accounts payable process to ensure that vouchers are properly prepared and coded.
- Secures proper approvals and ensures that payments are promptly made in accordance with established procedures.
- Verifies and reconciles time clock transactions on a daily basis. Discusses discrepancies with Deputy Director.
- Prepares bi-weekly payroll. Oversees the maintenance of all payroll records and documents in accordance with the records retention plan and as required by rules and laws.
- Extracts data and prepares weekly and/or monthly financial reports. Schedules review of same by the Deputy Director and Regional Director.
- Posts and journalizes ledgers and prepares accounting reports.
- Extracts data from accounting software and prepares reports for accounts payable. Prepares said reports in spreadsheet format as required by Deputy Director and/or Regional Director.
- Works closely with the Deputy Director in the preparation of the annual budget. Independently forecasts revenue and expenditures for budgetary purposes.
- Extracts information from the accounting system and prepares budgetary reports for evaluation by the Deputy Director and Regional Director.
- Inputs budget data into the accounting system.
