The WA Cares Fund (WCF) is a first-in-the-nation social insurance program, created by the Legislature to provide affordable long-term care insurance coverage to all working Washingtonians. This program is one of the latest examples of why Washington State is a national leader in long-term care policy. Our team is the first point of contact for the program, and we are responsible for helping Washingtonians understand this new benefit.
WCF is seeking a Learning System Program Manager to join our dynamic team within the Aging and Long-Term Support Administration (ALTSA). At ALTSA, we champion choice, independence, and safety for seniors and people with disabilities. Our mission is to provide quality services that empower people to live with dignity and control over their lives.
WCF has hired our core training development team to create learning content for anyone who interacts with our beneficiaries. We need you to manage our learning system as we prepare for implementation and continue to enhance the system as we move into the future. Expect to be very busy laying the foundation for the plans we have worked hard on so far.
Beginning in 2026, WCF will begin allowing qualified people and their authorized representatives to apply for, and to access, their earned benefits. Our WCF staff and partners who also serve our beneficiaries must be trained and ready to go on day one.
This role has statewide scope and will utilize a primarily telework schedule within the state of WA. Occasional travel may be needed to support our training staff and partners or meet in person at our office.

What You Will Do
As a Learning System Program Manager, you will play a crucial role in ensuring our staff receives high-quality training aligned with accessibility requirements and best practices.
Here are some of your key responsibilities:
- Training Policy Subject Matter Expertise: Collaborate with Regional Administrators, our partner agencies, beneficiary policy teams, and provider policy and training teams to create policies and procedural guidance for the statewide WCF learning system.
- Learning System Administrator: Serve as the WCF learning system administrator, which includes tasks like creating permission sets, adding learning material, accessibility auditing of learning material, proper storage of materials, and troubleshooting.
- Skilled Workforce Support: Work closely with statewide points of contact to support a well-informed and skilled workforce. Contribute to long-range training planning and goal development.
- Evaluation of Learning Material: Evaluate training effectiveness, and e-Learning accessibility. Implement best practices for learning evaluations and for accessibility auditing.
- Training System Development: Develop a statewide training system, operationalize, and manage plans for both or initial program implementation and ongoing needs. This includes creating, implementing, and managing a statewide learning events calendar and notification system.

Policy Adherence: Ensure consistent application of WCF laws, rules, and processes statewide. Collaborate with content developers and analyze quality assurance data to provide expert guidance on federal and state regulations.
Required Qualifications
Those with the following are encouraged to apply:-
Professionals with 9 years of experience working in training or education with a focus on remote learning management and policy or program management; concurrent work experience should include:
- Development of training timelines and implementation
- Remote learning knowledge or direct experience training in a remote environment
- Project Management, Program Management, or Quality Assurance/Quality Improvement
- Commitment to making resources and training tools accessible for all
- A master's degree in instructional design, educational technology, education, or related discipline will substitute for 6 years of above work experience. A bachelor's degree will substitute for 4 years of above work experience.
- While not required, familiarity with the long-term care industry is beneficial
- Working with databases and analyzing data
- Knowledge of cohort training models
- Policy writing experience
- Accessibility requirements and auditing knowledge
- Ability to adapt and learn quickly and have a strong aptitude for technology
- Show proficiency at building and cultivating cooperative working relationships with other agencies, administration divisions, and diverse internal and external community partners
