Public Facilities & Utilities Asst. Director id-3891

Assists the Public Utilities and Facilities Director in performing difficult, technical, and administrative work related to the planning, organizing, and operation of public utilities, facilities, and solid waste operations throughout the County.

Distinguishing Features of the Class

An employee in this class plans, organizes and directs the work of employees engaged in utility (water & sewer) and solid waste operations as well as facility maintenance. The employee manages and coordinates utility, solid waste, and facility maintenance capital project construction. In addition, the employee supports the other County departments through project supervision and direction. The employee provides technical advice and assistance to the Director, County Manager, and the Board of Commissioners in long range planning, construction improvement, capacity management, environmental compliance, citizen and intergovernmental relations, and maintenance of facilities and water and environmental resources. Overall scope also includes contract management, handling citizen issues, billing and customer service, budget and personnel administration of the department. The employee represents the county to a wide variety of citizens, developers, other local officials, state and federal regulatory officials, etc. Work is performed under the general administrative direction of the Director and is evaluated by review of reports, conferences, and job performance evaluations.

Essential Duties and Tasks
Essential Duties and Tasks:
• Reports to and advises the Director and other County officials on public utilities, solid waste, and facility maintenance projects and activities; researches and recommends long range plans and strategies for meeting customer service needs; researches and recommends service levels, economic impacts, fee structures, and policy changes to the Director.
• Manages and coordinates design, construction, and maintenance of public buildings and infrastructure projects;
• Performs routine inspections of public facilities to ensure highest possible level of service delivery;
• Prepares department capital and operating budgets;
• Monitors and approves expenditures, conduct rate analysis and recommend adjustments;
• Plans, organizes and monitors a variety of contracted work;
• Performs field inspections of ongoing projects and reports progress;
• Performs project administration, coordination and closeout for various projects throughout the organization;
• Provides support for facility technicians in procuring price quotes, preparing requisitions, encumber funding through purchase order process for daily operation of divisions;
• Prepares RFQ's, RFP's, and other bid solicitations for public capital projects;
• Assembles teams of design professionals, and technical staff to manage capital projects;
• Supervises consultants regarding capital projects, utility projects, and facility operations;
• Oversees, maintains, evaluates, and improves the work order management system;
• Oversees coordination, and operation of the Public Utilities and Facilities GIS model;
• Oversees selection, promotion, training, counseling and performance management of Department staff;
• Manages ongoing water, wastewater, safety, building management, solid waste and maintenance issues that ensure efficient and effective operation of County assets;
• Meets with others to solve complex problems;
• Sets priorities, deadlines, and provide guidance and direction;
• Represents County with utility districts, other local governments, state, and federal authorities;
• Researches grant development and funding options for capital improvement projects;
• Engages in considerable personal contact with other County departments to respond to maintenance and service needs;
• Engages in considerable personal contact with public citizens to respond to and address utility, solid waste, and facility related needs;
• Receives and evaluates feedback from multiple sources to identify needs for improvement;

• Performs other duties as assigned and act as Department Director during the Director's absence.

Knowledges, Skills and Abilities
• Thorough knowledge of utility operation;
• Thorough knowledge of civil engineering design principles and engineering practices as applied to departmental functions;
• Thorough knowledge of the principles and practices of water and environmental resources administration, planning and construction;
• Considerable knowledge of building, grounds, and facility maintenance
• Thorough knowledge of County utility policies, state and federal laws and regulations;
• Thorough knowledge of capital project management including buildings and utilities;
• Thorough knowledge of modern governmental budgeting, personnel and purchasing practices, and information systems applications to functions managed;
• Considerable knowledge of laws and regulations related to utilities, public finances, and human capital management;
• Knowledge of the equipment and materials used in the construction, maintenance and repair of water and sewer treatment, distribution and collection systems, solid waste management landfill and remediation sites, and stormwater management;
• Skill in collaborative conflict resolution, meeting facilitation and public speaking;
• Skill in problem-solving and analysis;
• Ability to conduct long range planning for infrastructure needs;
• Ability to effectively represent the County with a wide scope of governmental, regulatory, industry, development and other groups and individuals and to negotiate on behalf of the County;
• Ability to supervise subordinate supervisors including effective leadership, communications, motivations, staffing, and performance coaching;
• Ability to interpret and prepare complex and detailed records and reports;
• Ability to maintain effective working relationships with County officials, other public officials, employees, contractors and the general public;

Physical Requirements
• Must be able to perform the physical life functions of reaching, pushing, pulling, grasping, talking, hearing and repetitive motions.
• Must be able to perform light work exerting up to 50 pounds of force occasionally; up to 20 pounds of force frequently and/or constantly.
• Must possess visual acuity to produce and review written reports and records including mathematical calculations, operate a computer terminal, analyze data, and to read maps, schematic drawings and plans.
Desirable Education and Experience

• Graduation from an accredited college or university with a bachelor's degree in construction management, public administration, civil or environmental engineering, or related field, and considerable experience in a responsible management position in utilities, facilities, or public management field; or an equivalent combination of education and experience.
Special Requirements
• Possession of a valid North Carolina driver's license.
• Possession of water distribution and sewer collections certifications or ability to obtain within a suitable time period

Group Health Insurance

Nash County provides full time and part-time benefit eligible employees working 30 plus hours per week with Health Insurance coverage with the North Carolina State Health Plan

Health Insurance may become effective for employees the first day of the month following employment.
Group Dental Insurance
Nash County provides full-time and part-time regular employees working 30 plus hours per week. Dental Insurance becomes effective for employees the first day of the month following the 30th day of employment.
Group Life Insurance

Nash County provides term Life Insurance for full-time and part-time regular employees working 30 or more hours per week.

Life insurance is paid for you by Nash County and pays your beneficiary one time your annual salary not to exceed $200,000 in the event of your death. Accidental death and dismemberment coverage is also provided.

Life Insurance becomes effective the first day of the month following 30 days of employment. Voluntary supplemental term life insurance coverage for you, your spouse or your dependent children is also available - please see the Human Resources Department for more details.

Short Term Disability Insurance

Nash County provides active full-time regular employees working 30 plus hours per week the option to purchase Short Term Disability Insurance.

Short Term Disability Insurance may cover up to 70% of an employee's monthly salary with a maximum of $2,000 per month, in the event of an injury or illness, for up to 13 weeks.
FINANCIAL PROGRAMS
Retirement

Membership in the North Carolina Local Government Employees Retirement System is a requirement for all regular full-time and regular part-time employees. Employees contribute 6% of their annual compensation before it is taxed. If you leave County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have 5 years of service, you are 100% vested in the NCLGERS.

NC401(k)

The NC401(k) supplemental retirement program is available to regular full-time and regular part-time employees. The County establishes this 401(k) account for each eligible employee and makes a 5% contribution based on monthly earnings. Employees may elect to make voluntary contributions through payroll deduction.

457 Deferred Compensation

The 457 Deferred Compensation program is available to regular full-time and regular part-time employees through payroll deduction. Deferred compensation is a voluntary investment plan to supplement retirement income and to defer taxable income.

Special Separation Allowance

The Separation Allowance is available to law enforcement officers between the ages of 55 and 62 years that are eligible and retire under the provisions of the NC Local Government Employees Retirement System.

125 Flexible Benefit Plan

Flexible Spending Account options are available to regular full-time and regular part-time employees who wish to use pre-tax dollars for eligible medical, pharmacy, dental, vision, and daycare expenses. The Flex Convenience Card program gives you instant access to your account funds.

  • Health Care Spending Account -- Section 125 of the IRS Code allows yearly voluntary enrollment to set aside pre-tax dollars for eligible health care expenses.
  • Dependent Care Spending Account -- Section 125 of the IRS Code allows yearly voluntary enrollment to set aside pre-tax dollars for eligible dependent care expenses.


Direct Deposit

Direct Deposit is a condition of employment for all employees. Deposit of your paycheck will be made to checking or savings accounts in a bank of your choice.

Credit Union

Local Government Federal Credit Union membership is available to all employees. Once you join, you can remain a member for as long as you choose. Immediate family members such as spouse, children, stepchildren, brothers, sisters, and parents can all become members.

Employees of both the Departments of Social Services and Public Health are eligible to join the State Employees Credit Union.
LEAVE PROGRAMS
Vacation Leave

For regular full-time County employees, vacation leave accrues based on length of service. Regular part-time employees accrue prorated vacation leave based on a percentage of the full-time benefit.

Sick Leave

For regular full-time County employees, sick leave accrues at 8.0 hours per month. Regular part-time employees accrue prorated sick leave based on a percentage of the full-time benefit. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.
