Job Description:

GDIT is searching for a Program Operations / Functional Consultant to join our CMS Payer Lifecyle Mission Support team! This role is responsible for executing GDIT's strategic imperatives with a specific focus of the Health Insurance Marketplace, No Surprise Act and Clinical Quality measures implementation at CMS.

In this role you will be responsible for providing support of GDIT’s delivery of mission services for consumer insurance related activities at CMS. You will propel our existing programs forward with visionary leadership for our CCIIO & CCSQ clients, offering thought leadership, reasonable counsel, and operational discipline on our existing programs. You will serve to help with GDIT's account management for CMS with a specific focus on relationship management and service delivery.

RESPONSIBLTIES:

Responsible for specific delivery services including overseeing software delivery, training and support activities.

Manages agency client relationships, and may act as a program or project manager for a collection of programs if and as needed.

Reviewing and providing input to forecasts, program budgets and tracking technical and financial performance.

Executes fast tracked special project teams, provides leadership and ensures that objectives are achieved for our clients .

Supports account growth strategy, including defining objectives, augmenting business development and capture efforts, and participates in proposal related activities.

Assists in project portfolio reviews and collaborates with Project Manager to planand continually improve projects, infuse innovations and deliver long term sustainable success for GDIT’s clients, program teams and CMS account.

Acquires resources and coordinates the efforts of multiple teams and third-party contractors or consultants in order to deliver projects according to plan.

Manages direct reports, including project managers, capture, and administrative personnel, including creation and presentation of performance appraisals, performance improvement plans, and mentors direct reports and at times matrixed resources.

REQUIREMENTS:

Bachelors and 10+ years of relevant experience

SAFe Training

Capability Maturity Model Integration (CMMI) certifications and experience leading initiatives

8+ years of ACA Policy Experience

8+ years of progressively increasing Program Management Experience including managing organizations over 150 personnel

PMI PMP

Must be within commuting distance to Baltimore and Rockville, MD

DESIRED SKILLS & EXPERIENCE:

Bachelors plus 10+ years, Masters plus 8+, or Doctorate plus 5+ years experience

Leading teams

Excellent communication skills

Demonstrated experience delivering on programs with CPARS at Very Good or above

The likely salary range for this position is $160,000 - $240,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.

Scheduled Weekly Hours: 40

Travel Required: Less than 10%

Telecommuting Options: Hybrid
